​Board Members Present:  Linn County – Les Beck;  Cedar Rapids – Mike Kuntz;  Marion – Steve Cooper;  Hiawatha – John Bender;   Linn SWCD – Bruce Frana
 
Others Present:  Mary Beth Stevenson – DNR Basin Coordinator; Martin Smith – resident; Janet Manatt – Nature Conservancy board member; Kathleen Aller – Nature Conservancy board member; Jennifer Fencl – ECICOG
 
 
Call to Order at 1:08 pm
Approval of Minutes:  Motion by Cooper, second by Beck to approve the minutes from November 4, 2015. Motion carried.
 
FY16 Organizational Management Work Plan & FY17 Budget:  Discussed progress on the updated FY16 work plan and discussed leaving the FY17 budget the same.
 
IDALS Water Quality Initiative Urban Conservation Projects letter of support:  The City of Cedar Rapids applied for a grant to build retrofit bio-swales at various locations throughout the city. Motion by Beck, second by Bender to approve the letter of support sent with the application retroactively. Motion carried.
 
Iowa Initiative for Sustainable Communities Linn County Application:  Discussed the proposal and Fencl was directed to send a draft letter of support to the Board members for comment.
 
Partnership opportunity with GeoTREE at UNI for WinSLAMM modeling:  Fencl provided a handout about the project and members discussed which sub basins would be selected. Cooper offered to contact John DeGroote (project manager) about selecting sub basins. Members directed Fencl to invite DeGroote to a future ICWMA meeting for a summary of the project.
 
Five Star & Urban Waters Restoration Grant & Healthy Watersheds Consortium Grant:  Fencl briefly described these two grant opportunities. Members discussed ways to prioritize grant opportunities and directed Fencl to develop a scoring matrix for grant applications.
 
Announcements: 
Fencl reported:
  • Statewide WMA Coordinators meeting is scheduled for Feb. 3rd in Urbandale.
  • Iowa’s Water & Land Legacy Coalition (IWiLL) requested a list of shovel ready projects with cost estimates.
 
Public Comments:  Kathleen Aller asked about the purpose of the ICWMA and how the organization worked. Discussion followed.
 
Next meeting:  The next ICWMA Board meeting will be this spring with the date, time and location TBD.

Motion by Cooper, second by Beck to adjourn at 2:45 pm. Motion carried.
