Board Members Present:  Linn County – Dan Swartzendruber; Cedar Rapids – Craig Hanson; Marion – Steve Cooper;  Hiawatha – John Bender;  Linn SWCD – Bruce Frana

Others Present:  Sandy Pumphrey – Cedar Rapids; Martin Smith – citizen; Jordan Icenogle – IowaBIG high school student; Jennifer Fencl - ECICOG

Call to Order at 1:33 pm

Approval of Minutes:  Motion by Frana, second by Cooper to approve the minutes from September 24, 2014. Motion carried.

IowaBIG project:  Jordan described the subwatershed assessment project they are working on to identify options to reduce flow in an unnamed tributary of Indian Creek south of Lindale Mall.

Administrative Update:  Fencl provided copies of an updated work plan and draft extension request letter for review. Discussion was held about the remaining planning tasks and timeline, which leads to the need to request an additional grant extension until June 30, 2015. Motion by Frana, second by Swartzendruber to request that the City of Marion sign and send the six month grant extension request letter to Iowa Economic Development Authority on behalf of the ICWMA. Motion carried.

Fencl provided updated budget summary and in-kind time tracking sheet. Fencl proposed shifting some budget numbers within the planning grant to efficiently accomplish the remaining tasks. Motion by Frana, second by Swartzendruber to approve the proposed shift of $11,218 remaining in Social Assessment into Planning Services and to shift $1,000 remaining in Tech Team to Public Outreach; and to request that the City of Marion pay $4,977 to ECICOG for public outreach services from Jan. through Sept. 2014 for assistance in promoting the survey and lunch & learn sessions. Motion carried.

Urban Conservation Projects pre-application: Fencl described the funding opportunity and project ideas were discussed.

Planning Process:  Fencl reviewed the schedule for completing the watershed assessment. The Board reviewed draft goals and objectives and provided comments.

Next meeting:  The next ICWMA Board meeting was not set.

Typical schedule is the second Wednesday of the middle month (February, May, August, November) each quarter at 1:30 pm hosted at Cedar Rapids City Services Center.

Adjourn:  Motion by Cooper, second by Frana to adjourn at 3:25 pm. Motion carried.
