​Board Members Present:  Linn County – Les Beck;  Cedar Rapids – Sandy Pumphrey;  Marion – Steve Cooper;  Hiawatha – John Bender;  Robins – Vince Bading;  Linn SWCD – Bruce Frana
 
Others Present:  Mike Kuntz – Cedar Rapids; Jennifer Fencl – ECICOG
 
Call to Order at 1:08 pm
Approval of Minutes:  Motion by Beck, second by Bading to approve the minutes from June 16, 2015. Motion carried.
 
Administrative Update:  Fencl distributed and reviewed the final budget summary.  Discussion was held regarding the planning grant close out process.
 
Update on adoption of the Final Indian Creek Watershed Management Plan:  Fencl reported that plan adoption was almost complete and expected Cedar Rapids to act on it soon.
 
FY16 Organizational Management Budget:  Discussed the contribution formula the Board agreed to in November 2014. The City of Marion has decided not to pay their contribution in cash. Board members requested a work plan for fiscal year 2016.
 
Establishing committees or advisory groups in implement the plan:  Fencl distributed a list of committees and discussed possible participants. Kuntz offered to make contact with ag industry people to serve on the agriculture related group.
 
HUD National Disaster Resilience Competition update:  Iowa has been invited to submit a phase 2 proposal to the competition.  The state has further refined the areas eligible to receive the funding and Indian Creek Watershed has fallen of the list.  
 
Announcements: 
Fencl reported:
  • Invited to speak at the annual Farm Bureau meeting in December
  • The Nature Conservancy is interested in partnering on wetland and oxbow restoration in Linn County
  • The Our Woodland Legacy Symposium is December 10th
  • Minnesota has recently passed a 30 foot minimum buffer rule
 
Beck suggested forming an association of WMAs in Iowa to share experiences and examples
 
Next meeting:  The next ICWMA Board meeting will be in November with the date, time and location TBD.
