Project Administration Update: Jennifer requested that committee members continue to submit a summary of their in-kind time devoted to the WMA project to date.
Jennifer has presented initial WMA information to policy makers in all seven political subdivisions in the watershed (Alburnett, Cedar Rapids, Hiawatha, Marion, Robins, Linn Co. SWCD, and Linn County).
Opportunities: No information yet about Marion’s response to the Iowa Watershed Project.
Funding for Phase II of the WMA pilot project will be made available later this summer to develop a watershed management plan.
The Iowa Natural Heritage Foundation is planning a workshop designed to train planning, EMS and other city/county staff about watershed management issues. The workshop is scheduled for May 16th at the Center for Energy & Environmental Education, UNI campus, Cedar Falls.
The third Interagency Team Visioning Workshop is scheduled from 1:00 to 4:30 pm, May 22nd at Marion City Hall.
WMA Draft Agreement: The committee reviewed and discussed the third draft 28E agreement focusing on the powers & duties, financial matters, and the general language sections. The committee decided that the agreement will state that administrative details will be defined in the Bylaws, which will be drafted by the first sitting board. Additional comments and corrections will be incorporated into a fourth draft 28E agreement for independent review by the committee and their respective legal counsel.
Timeline for adopting the WMA Agreement: The Committee discussed how to proceed with the next steps of adopting the 28E agreement. Committee agreed to forward the revised agreement to their legal counsel for review ASAP. Discussed the meeting/open house on May 23rd to introduce the draft WMA Agreement to policy makers and seek their input. The Committee confirmed Hiawatha City Hall as the location and agreed to assist in inviting policy makers to the event. The plan is to finalize the draft agreement by the end of May and begin to schedule adoption of the 28E Agreement on Council/Board agendas in June. The Councils/Boards will be asked to adopt the agreement and appoint a representative to the WMA board of directors.
Next meeting: The Open House & Presentation of the Draft Agreement is 1:00 pm Wednesday, May 23rd at Hiawatha City Hall.
