Board Members Present:  Linn County – Dan Swartzendruber; Cedar Rapids – Craig Hanson; Marion – Darin Andresen;  Hiawatha – Mark Powers; Robins – Patrick Schwickerath;  Linn SWCD – Bruce Frana

Others Present:  Steve Cooper – Marion; Bill Micheel – CR/LC Solid Waste Agency; Brian Soenen – watershed resident; Jennifer Fencl - ECICOG

Approval of Minutes:  Motion by Andresen, second by Frana to approve the minutes from August 15, 2013. Motion carried.

According to the By-Laws, the resignation of the Chairperson (Bill Micheel) from the ICWMA Board, means the Vice-Chairperson (Craig Hanson) assumes the Chairperson position for the rest of the term.  Motion by Andresen, second by Powers to elect Bruce Frana to the vacant Vice-Chairperson position. Motion carried.  Related discussion about Board member terms, establishing staggered terms, designating alternates, and potential changes to the Board meeting schedule.

Administrative Update:  Fencl provided copies of an updated budget summary and an updated work plan for review. Discussed submittal of in-kind time for grant match and various outreach activities, including presentations to policy makers, Downtown Rotary breakout session, and the US ACE Flood Warning System project meeting.

Social Assessment:  Fencl summarized the four social assessment proposals and their respective scores. The Technical Team recommended Vernon Research Group. Motion by Andresen, second by Powers to select Vernon Reserch Group to complete the social assessment work outlined in the RFP for a not-to-exceed cost of $40,050. Motion carried with Hanson abstaining.  The Board formally thanked the members of the Technical Team for their work in scoring the proposals.  Fencl reported that a Coe College class will complete the creek user surveys during the spring semester.

DNR Watershed Management Authority Planning Grant:  Fencl reported that the EPC approved the project contract.
         
Announcements & Events: 

·         Cottage Grove Parkway berm project is set to be constructed next summer.

·         Hiawatha reported that Center Point Road is re-opened after the construction project.

·         There is a new ice skating rink in Legion Park.

Adjourn:  Motion by Powers, second by Frana to adjourn at 2:37 pm. Motion carried.

Next meeting:  Set a tentative board meeting on Feb. 20th. Time and location TBA.
