Call to Order at 11:40 am
Approval of Minutes: Motion by Beck, second by Cooper to approve the minutes from December 3, 2014. Motion carried.
Grant Application Update: Pumphrey reported that the City of Cedar Rapids is applying in partnership with Prairiewoods to both the Urban Water Quality grant program and the WIRB grant program.
Organizational Management: Fencl presented data and 3 budget contribution formulas using total watershed area, assessed property value, and amount of property in the flood hazard area for continuing organizational management for the ICWMA past June 2015. The Board reviewed and discussed the options and developed a fourth contribution formula calculating 40% of the contribution based on the percent of total watershed area and 60 % of the contribution based on the assessed valuation of property within the FEMA 100-year flood hazard area.
Motion by Cooper, second by Frana to approve the 40% watershed area and 60% flood hazard area property valuation formula to calculate the individual ICWMA member contribution toward annual organizational management. Motion carried.
The East Central Iowa Council of Governments (ECICOG) proposes a total budget of $50,000 to fund organizational services in fiscal year 2016. Motion by Beck, second by Frana to recommend payment to ECICOG in an amount not to exceed $50,000 in fiscal year 2016 for organizational services to the Indian Creek Watershed Management Authority and to invoice each ICMWA member for their contribution determined by the approved formula. Motion carried.
The resulting figures are depicted in the following table and members are encouraged to submit their number to policy makers for their budgeting process.
