Board Members Present: Linn County – Dan Swartzendruber; Cedar Rapids – Craig Hanson; Marion – Darin Andresen; Robins – Vince Bading; Linn SWCD – Bruce Frana
Others Present: Steve Cooper – Marion; Mike Kuntz – Cedar Rapids; Dave Wallace – Cedar Rapids; Gregg Stark – citizen; Rick Sandstrom – watershed resident; Mary Beth Stevenson – DNR; Jennifer Fencl - ECICOG
Approval of Minutes: Motion by Frana, second by Andresen to approve the minutes from November 21, 2013. Motion carried.
The City of Marion intends to appoint Steve Cooper to the ICWMA Board in place of Darin Andresen. The Secretary / Treasurer position will be vacant for the rest of the term. Motion by Bading, second by Andresen to elect Steve Cooper to the vacant Secretary / Treasurer position to take effect on the date that the City of Marion appoints Steve Cooper as their representative. Motion carried. Fencl distributed a draft handout that lists Board members, their alternates, terms, and email addresses. A revised version will be sent out after the meeting.
Administrative Update: Fencl provided copies of an updated budget summary and an updated work plan for review. Discussed a modified approach to the goal setting process and opportunities to get the Community Advisory Team involved.
Planning Process: Fencl distributed and reviewed a handout summarizing homework assignments for Board members. Discussion followed and revisions were made to the assignments. A revised version of the assignment sheet will be sent out after the meeting.
Social Assessment: Fencl reviewed the first draft of the social assessment survey with the Board and requested comments. Discussion followed. The Coe College students have already started to collect User Intercept surveys.

Adjourn: Motion by Frana, second by Andresen to adjourn. Motion carried.
Next meeting: Set a new date, time and location for upcoming ICWMA Board meetings. The second Wednesday of the middle month (February, May, August, November) of each quarter at 1:30 pm hosted by Cedar Rapids at the City Services Center. The next scheduled meeting is 1:30 pm Wednesday, May 14th at the Cedar Rapids City Services Center.
