Board Members Present: Linn County – Bill Micheel; Cedar Rapids – Craig Hanson; Hiawatha – Mark Powers; Robins – Vince Bading; Linn SWCD – Bruce Frana
Others Present: Rick Sandstrom – Creekview Coves Homeowners Association; Jennifer Fencl - ECICOG
Approval of Minutes: Motion by Bading, second by Frana to approve the minutes from February 21, 2013. Motion carried.
Letter of Support: Fencl described the proposal to the Silver Jackets National grant program by the Army Corps of Engineers Rock Island District. The Corps proposed a flood warning system for the Indian Creek Watershed which would include additional hydrology modeling work if funded. The Indian Creek Watershed Management Authority submitted a letter of support for the project. Motion by Powers, second by Frana to retroactively authorize the chair to sign the letter. Motion carried.
Phase II Budget Summary: Fencl distributed a budget summary sheet for planning project. Fencl requested that Board members track and submit staff time spent on the ICWMA planning project quarterly. The first quarter (Jan. – Mar. 2013) is due now.
Draft Public Outreach Plan: Fencl proposed hiring an intern to complete certain tasks in the public outreach plan. Motion by Frana, second by Hanson to authorize spending up to $3,000 from the public outreach portion of the budget to hire a public outreach intern. Motion carried.
Technical Advisory Team Update: Fencl discussed the progress made on data collection and reviewed the status of activities on the updated work plan document and draft plan outline with assigned tasks.
Social Assessment RFP: Fencl reviewed the draft RFP for the social assessment work and proposed a joint meeting with the Technical Advisory Team on June 20th to review the submitted proposals.
Citizens Advisory Team Update: The Citizens Advisory Team met on April 19th. A background presentation was given and they provided input on the draft public outreach plan and the logo designs.
Logo Options: Micheel distributed logo design options and described the process. Motion by Hanson, second by Bading to approve design number 2 with the following changes; add tagline words, change “prevention” to “management”, and remove the row crops from image. Motion carried.
Member Updates:
Cedar Rapids: City submitted four SRF Sponsored Projects, two of which are in the Indian Creek Watershed. Quaker employees will be released on June 13th for a stream clean-up project. Storm water information presented at the June 1st Farmer’s Market.
Robins: Cleaning out trees from Dry creek.
Marion: Trail washout recently along Indian Creek.
Hiawatha: Removed residential trailer from flood plain.

· "Five Years Out: Ongoing Impacts and Challenges of the 2008 Floods" Symposium May 31st
· Boost Soil Health with Cover Crops presentation at Coe College June 6th
· Water Resources Coordinating Council meeting at Capitol June 4th
Public Comments: Mr. Sandstrom described a stream bank stabilization project. Also, observed that water has been higher than in 2008 twice so far this year.
Adjourn: Motion by Hanson, second by Powers to adjourn. Motion carried.
