Board Members Present:  Cedar Rapids – Craig Hanson; Hiawatha – Mark Powers; Robins – Vince Bading; Marion – Darin Andersen

Technical Advisory Team Members Present:  Jon Gallagher – SWCD; Marty St. Clair – Coe College; Mary Skopec – DNR; Bob Libra – DNR State Geologist; Jeff Tisl – IDALS; Ryan Clark – DNR Geologist; Chad Fields – DNR Geologist; Toby Hunemuller – USACE; Steve Cooper – CR GIS; Matt Johnson – Robins GIS

Others Present:  Eileen Bader Hall – The Nature Conservancy; Rick Sandstrom – Creekview Coves Homeowners Association; Dennis Goemaat – Linn Co Conservation; Jennifer Fencl – ECICOG; Christopher Emery – ECICOG public outreach intern

Approval of Minutes:  Motion by Powers, second by Bading to approve the minutes from May 16, 2013. Motion carried.

Administrative Update:  Fencl discussed the budget summary and documenting in-kind match for the planning project. Fencl reported that IEDA is allowing contract extension requests. Board directed Fencl to request an extension through 2014. Discussed possible watershed tour this fall.

Social Assessment Update:  Fencl reported that no proposals were submitted for the social assessment RFP. Discussed the rural landowner survey draft presented by Jeff Tisl.

Watershed Assessment Update:  Marty St. Clair reported that Coe students are sampling water twice per week at multiple locations throughout the watershed. The students have also received the RASCAL training and expect to begin walking the creeks in July. The land cover assessment is underway and the soil loss estimates are expected in August. A map depicting the drinking water capture zones has been posted to the FTP site. Discussed the possibility of producing a future land use GIS layer and identified potential data sources.

Modeling Update:  Toby Hunemuller reported that Squaw Creek has been added to the HEC-HMS and HEC-RAS model produced by the Army Corps for the rest of the watershed. Discussed the capabilities of the models. The proposal for a flood warning system for the Indian Creek Watershed was successful. The Army Corps – Rock Island District will begin that project, which will include more modeling work and possibly rain gauges, sometime this fall.

Public Outreach Update:  Fencl introduced Christopher Emery as the public outreach intern. He will begin working on updating the website and print materials.

Cedar Rapids SRF Sponsored Projects:  City submitted four SRF Sponsored Projects, two of which are in the Indian Creek Watershed. The City requested a letter of support from the ICWMA. Fencl presented a draft letter for review. Motion by Bading, second by Powers to sign the letter of support. Motion carried.

Next meeting:  Set another joint meeting with the Technical Advisory Team and the Community Advisory Team on August 15th from 1:30 to 3:30 pm. Location TBA.
