Cedar Rapids Public Works Building, South Conference Room

Board Members Present:  Linn County – Bill Micheel; Cedar Rapids – Craig Hanson; Marion – Darin Andresen; Hiawatha – Mark Powers; Robins – Vince Bading; Linn SWCD – Bruce Frana (alternate)

Others Present:  David Scanlan (Cedar Rapids alternate); Matt Johnson (Robins alternate); Mary Beth Stevenson (DNR); Jennifer Fencl (ECICOG)

Introductions:  Introductions were made.

Background:  Fencl provided some background information on the watershed management authority formation process.

WMA Phase I Update:


  • Final agreement – The final 28E agreement has been sent out to each member. Discussed the need for more signed original copies and determined how to accomplish.
  • Project/Grant Closeout – Fencl is working on the final report and final claim to complete the project. The participating members contributed more in-kind match than stated in the proposal. There are still a few more Board development activities to complete such as adopting by-laws, identifying board alternates, website development, and inviting speakers to provide watershed management information/education.
  • By-laws Draft Review – Reviewed the draft by-laws and a revised draft will be developed for further review.
           
WMA Phase II RFP:  Distributed an outline for the watershed planning process for discussion. Directors provided comments and are in general agreement with the proposal planning approach to be included in the RFP response. Directors requested a draft RFP response to be sent out on September 14th. Discussed letters of support from each WMA member and set a deadline of September 19th to have signed letters submitted to Fencl.

Next meeting:  the next Board meeting will be 1:00 pm September 6th at the Jean Oxley Linn County Public Service Center.
