Board Members Present: Linn County – Les Beck; Cedar Rapids – Craig Hanson; Marion – Steve Cooper; Robins – Vince Bading; Linn SWCD – Bruce Frana

Call to Order at 1:42 pm
Approval of Minutes: Motion by Beck, second by Frana to approve the minutes from August 13, 2014. Motion carried.
Administrative Update: Fencl provided copies of an updated budget summary for review. Fencl discussed the Army Corps of Engineers service agreement with the City of Marion for hydrologic modeling. In order to complete two extra work products the Tech Team requested, the Army Corps asked the City of Marion to extend the original service agreement to spend down the remaining $2,700 of the $30,000 first payment and to approve an additional service agreement for $3,000 to present their results at the Lunch & Learn Session. The additional $3,000 was budgeted for modeling work. Motion by Cooper, second by Bading to request that the City of Marion approve the service agreement extension and the additional service agreement with the Army Corps of Engineers and to send the $3,000 payment. Motion carried.
Additionally, Vernon Research Group has completed the survey work and analysis. Fencl recommended paying the remaining balance of $10,619 to Vernon Research Group. Motion by Cooper, second by Frana to request that the City of Marion pay the $10,619 balance to Vernon Research Group for the invoice dated August 12, 2014 for completed survey work and the final report. Motion carried.
Planning Process: Fencl reviewed the schedule for completing the goal setting process. The Tech Team will draft goals, objectives and associated action steps at a work session October 15th. The Board will review and prioritize in November. The Board consensus was to seek another 6 month extension from IEDA to complete the Plan. The Board also gave some direction to shift funds remaining in budget line items. One option would be additional water monitoring and another would be to extend planning services through the potential contract extension.
Next meeting: The next ICWMA Board meeting is 1:30 pm, Thursday, November 13th at Marion City Hall. The Tech Team has a work session planned Oct. 15th from 1 – 4 pm at Marion City Hall.
Typical schedule is the second Wednesday of the middle month (February, May, August, November) each quarter at 1:30 pm hosted at Cedar Rapids City Services Center.
